Al Khodary for Legal Services and Consulting has called for a unified legal and regulatory framework for startups in Egypt, including a one-stop process for company formation and licensing.
Speaking at the Global Entrepreneurship Festival 2026, founder and managing partner Bassam Al Khodary said legal and institutional readiness is essential for startups seeking investment. He noted that strong ideas and scalable business models are not enough without complete documentation, clear ownership structures, sound governance and protection for shareholder and partner rights.
Al Khodary identified the involvement of multiple government bodies as a major obstacle. While company formation may involve the General Authority for Investment, activities such as fintech and non-bank financial services can require additional approvals from specialised regulators. He said completing incorporation does not necessarily authorise a company to operate, making the regulatory path difficult for founders to navigate.
The firm recommended studying a coordinating entity or unified window to simplify procedures while preserving regulatory oversight. It also urged entrepreneurs to address legal and administrative requirements early, including intellectual property ownership, contracts, governance and licensing.
Al Khodary said a clearer and more predictable legal environment would strengthen investor confidence and support Egypt’s efforts to attract local and international capital. The company also highlighted the need for legal specialists who understand technology products and innovative business models, particularly in fintech.
