Morocco has launched a significant public-private partnership with the ALTEN Group to accelerate the development of national expertise in artificial intelligence and digital technologies. The move is a core component of the country’s ambitious “Morocco Digital 2030” strategy.

A Strategic Push for Tech Independence
The agreement, signed on Thursday, brings together a powerful coalition of government bodies, including the Ministry of Digital Transition and Administration Reform, the Ministry of Industry and Trade, and the Ministry of Higher Education, Scientific research and Innovation. The collaboration is designed to bridge the gap between Morocco’s higher education system and the specific skill demands of the tech industry, particularly in AI.
This initiative is a direct implementation of the national “Morocco Digital 2030” strategy and the “AI Made in Morocco” roadmap. Both frameworks are aimed at fast-tracking the country’s digital transformation and strengthening its technological capabilities on a national level.
A Four-Pillar Plan for Industry 4.0
The partnership is structured around four main pillars to foster a robust AI ecosystem. The first focuses on joint research and development of AI applications for industrial use, including predictive maintenance, industrial simulation, and automated quality control.
Secondly, the agreement will establish industry-specific accelerators for Morocco’s automotive, aerospace, and railway sectors, leveraging ALTEN’s global expertise to build advanced tech solutions.
A third pillar involves creating technology platforms for prototyping and testing, making advanced tools like digital twin and simulation technologies available to local industrial companies.
Finally, the initiative will develop specialized training programs in applied AI and advanced engineering through collaborations with Moroccan universities and leading educational institutions.
Minister Delegate for Digital Transition and Administration Reform, Amal El Fallah Seghrouchni, emphasized that human capital is central to the nation’s digital goals.
“The success of Morocco’s digital transformation depends first and foremost on investing in human capital,” the minister stated.
She added that building national expertise in AI, data, and cybersecurity “is a fundamental pillar for strengthening the Kingdom’s digital sovereignty, enhancing the competitiveness of businesses, and fostering the emergence of a national AI ecosystem.”
