Oman Investment Authority Deepens Global Tech Reach, Backing Khosla Ventures, Blackstone, and Neuralink

The Oman Investment Authority (OIA), the Sultanate’s sovereign wealth fund, significantly expanded its international investment strategy in 2025, deploying capital across a range of global private equity, venture capital, and technology funds. The move signals a clear intent to diversify Oman’s long-term financial returns by backing established and emerging leaders in high-growth sectors across North America, Europe, and Asia.

Betting Big on Silicon Valley and Software

OIA’s 2025 strategy showed a strong focus on technology and innovation. The fund made key allocations to Silicon Valley-based Khosla Ventures and China-focused Lanchi Ventures, targeting firms in artificial intelligence, robotics, and climate technology.

Further strengthening its position in the software domain, OIA also backed technology growth investor Lead Edge Capital and software-focused private equity firm Thoma Bravo, both known for their investments in fast-growing North American tech companies.

Strategic Moves in Healthcare and Life Sciences

Healthcare emerged as another critical pillar for OIA. The fund invested in WindRose Health Investors, which targets technology-enabled healthcare services, and Vivo Capital, a global investor in healthcare and life sciences across North America, Europe, and Asia. Notably, OIA mentioned that one of these partnerships includes plans to establish a joint healthcare investment platform with the Oman Future Fund to help build the domestic healthcare ecosystem.

More recently, the authority made a significant investment in Neuralink, the US-based neurotechnology company founded by Elon Musk. The investment aligns with OIA’s strategy to support emerging healthcare technologies, specifically in the field of brain-computer interface (BCI) systems.

Building a Diversified Global Footprint

Beyond tech and healthcare, OIA broadened its portfolio to include critical infrastructure and logistics assets. It backed European specialist Arcus Infrastructure Partners for investments in digitalization, transport, and energy infrastructure, and MHA Capital, which focuses on ports and logistics in emerging markets.

To gain wider exposure to Asian growth markets, OIA allocated capital to Templewater and the global investment firm Blackstone, targeting opportunities in India, Japan, China, and South Korea. These investments span sectors like advanced manufacturing, clean energy, and financial services. The portfolio also includes Arcline Investment Management, which focuses on industrial engineering and food manufacturing.
