Saudi Arabia’s Public Investment Fund (PIF) is shifting its focus from expanding investments to creating greater value from existing assets under its 2026–2030 strategy.
The strategy prioritizes sustainable asset value, operational efficiency, financial discipline and broader private-sector participation in the economic ecosystems supported by the Fund.
PIF’s assets under management exceeded SAR 3.4 trillion in 2025, while its direct and indirect contribution reached about 11% of Saudi Arabia’s non-oil GDP, according to figures cited in the strategy document. Local content stood at 57% in 2024.
Investment priorities are organized across six ecosystems: clean and renewable energy and water infrastructure; urban development and livability; advanced manufacturing and innovation; industrials and logistics; tourism, travel and entertainment; and NEOM.
The Fund will allocate capital through three portfolios: the Financial Portfolio, Strategic Portfolio and Vision Portfolio. The framework emphasizes risk-adjusted returns, integrated risk management and capital allocation rules aligned with the Santiago Principles and international sovereign wealth fund practices.
Private-sector participation is also central to the next phase. PIF said its investments should create more opportunities for local companies, expand supplier networks and increase business activity across related value chains. The strategy’s results will depend on translating those opportunities into sustainable returns and lasting contributions to the non-oil economy.
