State Street Global Advisors, one of the world’s largest asset managers, has launched a new actively managed exchange-traded fund (ETF) focused on Saudi equities, with significant anchor investment from Saudi Arabia’s Public Investment Fund (PIF). The new fund, ticker SAQL, represents a strategic move to provide global investors, particularly in Europe, with a sophisticated new channel to access opportunities in the rapidly growing Saudi market.

A Quant-Driven Gateway to the Saudi Market
The SPDR State Street Saudi Arabia Quality ETF (SAQL) has been initially listed on Germany’s Xetra exchange and will be available to investors across the UK, Germany, Italy, Spain, Norway, Austria, France, and the Nordics.
Unlike traditional passive ETFs, SAQL employs an advanced quantitative investment system. It uses sophisticated mathematical models and algorithms to analyze and select Saudi stocks, offering investors an active and flexible approach to a market undergoing major structural transformation driven by regulatory openings and an expanding financial data ecosystem.
PIF’s Strategy to Globalize Saudi Assets
This launch aligns directly with PIF’s strategy to diversify the investment products available in the Saudi market and attract greater foreign capital flows. The sovereign wealth fund has been actively developing innovative products through partnerships with major international asset managers to boost local market liquidity and support the private sector.
“This step is part of enabling the Saudi financial market and enhancing the diversification of products available to international investors through partnerships with major financial institutions like State Street,” said Yazeed Al-Humied, Deputy Governor and Head of MENA Investments at PIF.
This is not the fund’s first foray into global listings. The PIF has previously collaborated with international partners to launch five other Saudi-focused ETFs across nine global financial markets, including Frankfurt, London, Tokyo, Shanghai, and Hong Kong.
Responding to Growing Investor Appetite
The collaboration underscores the increasing international interest in the Saudi economy, which is seen as a compelling growth story. Regulatory reforms and market dynamism are creating attractive openings for global investors.

The initiative complements the Kingdom’s broader efforts to reform and liberalize its capital markets. Saudi Arabia recently opened direct investment to all categories of non-resident investors and is considering raising foreign ownership limits in listed companies as it competes with major regional and global markets.
