Anticipating strict regulatory enforcement, Dubai-based proptech firm HITEK AI has released a suite of digital and AI-powered tools designed to help property owners navigate the incoming Dubai Law No. (3) of 2026. The legislation, which overhauls building quality and safety requirements, introduces substantial financial penalties for non-compliance, pushing real estate asset managers toward automated and continuous monitoring systems.

The Financial Weight of Dubai Law No. 3

Announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Dubai Law No. (3) of 2026 establishes strict new operational parameters for real estate owners. The law requires a mandatory Quality and Safety Certificate for all buildings, enforcing a transition period of one year from enactment for full compliance.

The mandate applies universally across Dubai, covering private development zones and freezones such as the Dubai International Financial Centre (DIFC). To enforce these standards, the legislation requires periodic maintenance obligations and establishes a digital building management system overseen by Dubai Municipality.

Financial exposure for non-compliance is severe, with repeated violations carrying fines of up to AED 2 million. This regulatory shift introduces significant operational urgency, particularly for managers of older assets.

“This new law fundamentally changes building compliance from a one-time design milestone to a continuous, full-cycle operational responsibility,” said Javeria Aijaz, Managing Director of HITEK AI.

Aijaz noted the legislation holds particular weight for Dubai’s aging building stock. Approximately half of the emirate’s buildings are currently between 25 and 40 years old, which is the historical threshold where mechanical, electrical, and plumbing (MEP) systems typically reach the end of their functional lifecycle.

To manage the heavy data load required by the new municipal framework, HITEK AI developed an initial twelve-month compliance roadmap supported by proprietary digital platforms.

The new legislation explicitly holds building owners legally accountable for resolving defects that threaten structural integrity, occupant safety, or neighboring properties. Recognizing that manual property inspections are no longer sufficient to mitigate this legal risk, HITEK AI is deploying sensor-based monitoring.
