Morocco Launches PACTE TPME Initiative to Supercharge SME Growth and Competitiveness

The Morocco SME Agency has launched a new national plan, “PACTE TPME,” designed to accelerate the growth of very small, small, and medium-sized enterprises across the country. The initiative aims to enhance competitiveness and provide smaller businesses with access to high-level services and expertise.

A Strategic Shift Towards Value Creation

The initiative was unveiled during a ceremony attended by Minister of Industry and Trade, Ryad Mezzour, and Minister of Tourism, Fatim-Zahra Ammor. Mezzour emphasized that the pact signals a strategic pivot for the Moroccan economy.

“In my address, I emphasized that the current phase calls for a change in the model; it is no longer merely about creating jobs, but rather about generating value and wealth, which in turn leads to the creation of more qualified and quality employment opportunities,” Mezzour stated.

He explained that a primary goal is to help smaller companies access advanced expertise in areas like information systems and management, which are often financially out of reach for SMEs.

Four Pillars for Competitiveness and Resilience

The “PACTE TPME” is a core component of Morocco’s 2026–2030 national strategy. The plan is structured around four integrated pillars: structuring and foundations, resilience, competitiveness, and growth.

According to Mezzour, this framework is designed to “enhance the competitiveness of very small, small, and medium-sized enterprises, accelerate their transformation, and support their growth across the various stages of their development.”

A Public-Private Push for Economic Sovereignty

The plan underscores the government’s focus on SMEs as central drivers of innovation, job creation, and regional development. Minister Ammor highlighted the collaborative nature of the initiative, which involves participation from the state, the private sector, and regional bodies.

“This pact ushers in a new era for entrepreneurs, which the State, the private sector, and the regions will work together to shape, in order to establish Moroccan SMEs as a pillar of our economic sovereignty,” she commented.

The initiative is positioned to strengthen the resilience and growth potential of Moroccan SMEs, reinforcing their role in the nation’s economic progress.
