Green Forward Program Presents Six Green Economy Recommendations in Palestine

The Green Forward Programme has presented six policy recommendation packages aimed at supporting Palestine’s green and circular economy, following a collaborative process involving public institutions, business support organisations, companies, universities and financial institutions.

The recommendations were shared at the programme’s second official Working Group meeting in Ramallah on 19 August 2026. The initiative is led by the Palestinian Ministry of Labor, SPARK and Flow Accelerator, with funding from the European Union.

More than 60 participants from 42 organisations contributed to the process, which began with an onboarding session in March and continued through thematic discussions, technical analysis and validation sessions.

The proposals cover a national green taxonomy and unified green business licensing platform; a circular economy legislative framework and transition fund; green finance instruments; industrial green practices and incentives; green research and development; and a national green jobs programme linked to agricultural cooperatives and public procurement.

According to the announcement, the programme has also worked with nine business support organisations and is piloting its Green Business Toolbox with more than 40 micro, small and medium-sized businesses and cooperatives.

Participants will now review and classify feedback before the working document is finalised and submitted to the Ministry of Labor for consideration by relevant authorities. The process aims to connect policy development with the practical financing, skills, services and market needs of businesses and entrepreneurs.
