Abou Bekr Belkaid University in Tlemcen has launched the apostille system for academic records and university certificates used abroad, while advancing a portfolio of international projects focused on entrepreneurship, research, digitalisation and sustainable development.
The system, introduced with approval from Algeria’s Ministry of Foreign Affairs, is designed to archive and authenticate documents for use in countries covered by the Apostille Convention, reducing reliance on traditional consular procedures.
The university is also coordinating the Medhali project, which brings together institutions from Algeria, Spain, Ireland and Tunisia to develop advanced training for higher-education leaders in Africa. The project began in January 2026 and is scheduled to run until early 2030.
Other initiatives include ERETAGE, focused on documenting and digitising ecological heritage; Jermoni, which connects universities across Europe and Africa around international research and sustainable development; and DIADI, supported by the German Academic Exchange Service and focused on strengthening students’ entrepreneurial thinking.
The university is also participating in Green, a renewable-energy initiative with partners in Austria and Tunisia. According to the university, 14 projects in energy and sustainable development have been presented, including three coordinated by Tlemcen. A separate English-language teaching project involving institutions in Ireland, Colombia and Tlemcen will be assessed by the European Commission.
