Abu Dhabi has signed four agreements with OpenAI covering government services, energy and investment, with no financial terms disclosed.

Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan met OpenAI CEO Sam Altman and witnessed the signings during a meeting focused on integrating AI across government and key economic sectors.

Under one agreement, Abu Dhabi National Oil Company (ADNOC) will become the first energy company to deploy OpenAI’s frontier technology. The models will run on in-country infrastructure and support operational, investment and commercial decisions across ADNOC’s operations, according to the announcement.

The Abu Dhabi Government and OpenAI also launched a Machine-Readable Government pilot, which converts selected policies and regulations into formats that AI systems can process. The first production pilot, led by the Department of Government Enablement, covers food imports at the Abu Dhabi Agriculture and Food Safety Authority.

Sovereign investor Mubadala signed an agreement with OpenAI and G42 subsidiary Inception42 to apply AI to investment analysis, opportunity identification and risk assessment. Inception42 and OpenAI separately agreed to a five-year collaboration covering AI adoption across UAE government, enterprise and education.
