The creation of the DLA reflects a global trend in healthcare that prioritizes “healthspan”—the period of life spent in good health—over simple lifespan. This approach moves beyond reactive treatment to proactive, preventive care. The authority will champion the integration of personalized medicine, artificial intelligence, genomics, and biomarker analysis to keep residents healthy, active, and productive for longer.

Leadership and Economic Vision

His Highness Sheikh Mohammed bin Rashid Al Maktoum issued Law No. (17) of 2026 to establish the authority. His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, will serve as President of the DLA. His Excellency Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism (DET), has been appointed its Chairman.

The DLA is set to play a crucial role in advancing the Dubai Economic Agenda, D33, and the Dubai Social Agenda 33. These ambitious plans aim to position Dubai among the top three global cities for quality of life and to achieve a leading ranking in healthy life expectancy.
