The Egyptian government has approved the creation of “Entrepreneurship Unit – Egypt,” a new independent government body designed to streamline and coordinate support for the country’s burgeoning startup ecosystem. The decision, approved by Prime Minister Mostafa Madbouly, establishes the unit as an entity with a legal personality that will report directly to the Prime Minister’s office.

A Centralized Mandate for Growth
The unit’s primary mission is to coordinate between the various government and private sector entities involved in the entrepreneurship landscape. According to the Minister of Planning and Economic Development, the body will be responsible for developing and updating a comprehensive national program to support startups at every stage, from ideation to exit.
A key part of its mandate includes proposing necessary legislative and regulatory reforms to remove obstacles for founders. The unit will also focus on fostering international partnerships and attracting both local and foreign investment funds to increase the capital available to Egyptian startups. It is also tasked with creating an integrated database of financing entities and tracking key investment indicators within the sector.
National Program to Drive Innovation
This initiative is part of the broader “National Executive Program to Support Entrepreneurship and Innovation,” which aims to solidify Egypt’s position as a regional hub for sustainable innovation. The program’s goals include increasing the survival and growth rates of local startups, boosting youth employment, and strengthening the country’s knowledge-based economy.
Prime Minister Madbouly stated that the program represents a significant step for the sector, implementing policies and initiatives to create a more supportive environment for startups and improve coordination between entrepreneurs and government agencies.
Cross-Ministerial Collaboration
The announcement follows a meeting of the Ministerial Group for Entrepreneurship, which highlighted a government-wide push to support the ecosystem. Deputy Prime Minister for Economic Affairs, Dr. Hussein Issa, confirmed that officials had met with 120 startup leaders to directly address their challenges, with follow-up meetings planned to implement practical solutions.
Efforts from various ministries were detailed, including the Ministry of Industry’s work on linking industrial needs with innovative projects and the Ministry of Supply’s focus on simplifying company registration and licensing. The Ministry of Finance presented a package of tax incentives and simplified financing mechanisms for young entrepreneurs, while the Ministry of Social Solidarity reported providing EGP 6.7 billion in financing for micro and small enterprises.
